節目全新改版升級!竹市啟動「孵蛋」計畫!| 跟風聊新竹EP1
Recent Key Municipal Policies and Achievements of the Hsinchu City Government:
Launch of a New YouTube Show '跟風聊新竹'
- Purpose: To introduce Hsinchu City's characteristics, latest municipal trends, and popular topics to citizens through casual conversations.
- Broadcast Frequency: Every other Thursday at 9 PM.
- Naming Origin: The character '風' (fēng, meaning 'wind') represents Hsinchu City as the 'Windy City,' signifying following the city's pulse and paying attention to municipal topics.
- Related Platforms: Additionally, there is a Facebook fan page '跟風玩新竹' (which has accumulated over 50,000 followers) and a Line official channel, sharing various event information.
Distribution of NT$5,000 Lunar New Year Spending Bonus

- Newborn Eligibility: Newborns born between August 1, 2025, and July 31, 2026, who complete birth registration or initial household registration in Hsinchu City by January 9, 2026 (inclusive), are also eligible to receive the bonus if their father or mother meets the aforementioned citizen eligibility.
- Distribution Methods:
- Automatic Bank Transfer: For seniors who previously received the Chung Yang Festival Elder Respect Bonus via farmers' association or post office accounts in 2025, the funds will be directly transferred to their accounts on January 21.
- On-site Collection: On January 24, from 8 AM to 4 PM, citizens can collect cash red envelopes at the distribution centers in their registered household areas (distribution locations will be sent via notification letters, or can be checked on the Hsinchu City Government's dedicated spending bonus website or LINE).
- APP Registration: From January 30 to February 28, registration for collection can be done through the 'Hsinchu Tong APP.' Registering via the APP also offers a chance to participate in a lottery event.
- District Office Supplementary Collection: From March 10 to March 31 during business hours, citizens can bring relevant documents to their registered district office for supplementary collection.
- Proxy Collection Regulations: On-site collection on January 24 is limited to minors under 18 years old, who must be represented by one of their legal guardians bringing their National ID Card, personal seal, and proof of the minor's identity (National ID Card, Household Registration Book, or Household Registration Transcript – choose one). Proxy collection for other household members can only be processed during the supplementary collection at district offices starting March 10.
Launch of the 'Hatching Project': Building Hsinchu Arena
- Goal: To construct a multi-functional venue integrating international sports events, large-scale concerts, and technology exhibitions.
- Venue Scale: Expected to accommodate 10,000 to 15,000 people.
- Site Selection Considerations: Traffic accessibility, potential for parking lot construction, land use compliance, and the ability to drive regional economic effects. A location has been selected but not yet publicly announced; further reports will follow after detailed planning.
- Functional Planning: In addition to concerts and sports events, it will also provide large conference venues to meet the needs of industries like the Hsinchu Science Park for year-end banquets and meetings.
Municipal Policy Achievement Rate and Financial Status
- Policy Achievement Rate: Over the past three years, the policy achievement rate has exceeded 80% (more than 130 policies were proposed during the election campaign).
- Public Works: On average, a public works project begins or is completed every two days.
- Financial Improvement: Hsinchu City's per capita tax contribution rate is the highest nationwide, but its per capita allocation rate is the lowest nationwide (approximately 3.5%). The Mayor previously advocated in the Legislative Yuan for amendments to the Financial Revenue and Expenditure Allocation Act. Thanks to the Legislators for considering financial contributions, Hsinchu City's budget has increased this year, with the future goal of becoming a 'zero-debt city.'
Transportation Infrastructure and Improvements
- Road Construction and Opening Dead-end Roads:
- Seven new roads have been constructed over the past three years, with the goal of providing citizens more road choices, diverting traffic, and reducing congestion on main arteries.
- Cixiang Road Extension to Gongdao 5th Road: This road, delayed for 16 years, has now opened, resolving the issue of Cixiang Road being a 'dead-end road.' It particularly profoundly impacts residents in the Guanpu area, offering an alternative route for commuting between the city center and the Hsinchu Science Park, thereby enhancing traffic convenience.
- Other Road Projects: Phase Two of the Guanpu Project is 90% complete, with several road projects continuing, including Puding Road, Kuandong Road widening, Puding 1st Road extension, the rerouting of the at-grade road beneath the Taiwan Railways Neiwan Line, and Section 1 of Guangfu Road.
- Dongke Road Connection: To divert traffic from Hsinchu County to the Science Park, preventing congestion in Hsinchu City, and strengthening the integration of county and city road networks.
- Parking Lot Activation:
- Xida Road Multi-story Parking Lot: Officially opened, resolving the long-standing parking problems for nearby businesses (such as Michelin Bib Gourmand recommended restaurants) and residents.
- Project Background: The project was previously interrupted when the previous city government terminated its contract with the original contractor 10 days before the current Mayor took office. The new city government restarted the bidding process after taking office, overcame challenges, and successfully completed the project.
- Optimized Design: Considering pedestrian safety and traffic flow, Parking Lot 2.0 features new parent-child parking spaces, motorcycle entry/exit routes, anti-fall facilities, and integrates with the Hsinchu Tong APP to provide real-time parking space availability.
- Public Transportation:
- YouBike Station Expansion: Expanded YouBike stations and added 15 bicycles, encouraging citizens to utilize shared bicycles, reduce reliance on private cars, and thereby address traffic issues.
- Road Construction and Opening Dead-end Roads:
