【國昌質詢】官官相護的法務部 浪費公帑的大法官|2025-12-03|司法及法制委員會
The following are the main arguments presented by Legislator Huang Kuo-Chang of the Taiwan People's Party, TPP on December 3, 2025, during a interpellation of Minister of Justice Cheng Ming-Chien and Deputy Secretary-General of the Judicial Yuan Wang Mei-ying at the Judiciary and Organic Laws and Statutes Committee:
Controversy over Prosecutor Leaking Investigation Secrets and Taoyuan District Prosecutors Office's Protection of Its Own:
- Event: Prosecutor Wu Ya-chih of the Taoyuan District Prosecutors Office is suspected of encouraging her lawyer boyfriend to participate in a fraud ring and using the prosecutor's internal system to inquire about information on ongoing investigations, which she then provided to the lawyer.
- Arguments:
- Questioned the Taoyuan District Prosecutors Office's initial claim that the data inquiry case had been closed and did not involve obstruction of secrets. Only after his interpellation did they open a new case for investigation.
- Criticized the Taoyuan District Prosecutors Office for quietly closing the case until the Prosecutors Appraisal Committee issued a concurring opinion revealing that Wu Ya-chih had leaked "ongoing investigation" confidential documents, involving the crime of leaking secrets other than national defense secrets under the Criminal Code.
- Accused the Taoyuan District Prosecutors Office of shielding its own people from criminal liability and criticized the Ministry of Justice for failing to effectively handle the case.
- Pointed out that the Taoyuan District Prosecutors Office's press release answered a different question, avoiding why the case was being covered up, essentially protecting its own people from criminal liability.
Controversy over Budget Execution and Inspection by the Judicial Yuan:
- Event: The Judicial Yuan has significantly altered its overseas travel plans over the years, with a low proportion of actual execution compared to the original plans.
- Arguments:
- Quoted President of the Executive Yuan Cho Jung-tai's saying that "money for soy sauce should not be used to buy vinegar," questioning the Judicial Yuan's improper use of its budget.
- Pointed out that in 2023, the Judicial Yuan budgeted for a trip to France for inspection but actually went to the Czech Republic, and transferred 1.14 million from other projects.
- Pointed out that in 2024, President of the Judicial Yuan Hsu Tsung-Li and other Justices of the Constitutional Court went to Belgium, France, and the Netherlands for inspection, but the budget book did not include the Belgium and Netherlands itineraries, and 1.34 million was transferred retroactively.
- Criticized the inspection trip as a fake inspection and a real sightseeing trip, with only 6 days of official business out of 11 days and only 3 days of visits to important institutions.
- Questioned the incorrect per capita GDP data of Taiwan in the inspection report, the vague content of the report, and the listing of recommendations in the final accounts report claiming they had been adopted, demanding that the Judicial Yuan provide concrete explanations.
