Legislator Huang Kuo-Chang (黃國昌) exposed the "Low Birthrate Office" issue, pointing out that the office spent NT$440 billion, yet left no meeting records whatsoever, effectively meaning it was never established.
In response to Legislator Huang Kuo-Chang's revelation, the Executive Yuan subsequently issued a press release to refute it, claiming that the "Low Birthrate Office" was officially established on April 12, 2017, and stated that the office was later disbanded.
Legislator Huang Kuo-Chang further questioned Minister of Health and Welfare Shih Chung-Liang (石崇良) to clarify whether the office was indeed established that year. Minister Shih Chung-Liang admitted:
- During the era of the Ministry of Health and Welfare (including its predecessor, the Department of Health), no "Low Birthrate Office" was established.
- Regarding the Executive Yuan's claim of its establishment on April 12, 2017, Minister Shih Chung-Liang stated that to his recollection, the office was not established.
According to the Minister of Health and Welfare's confirmation, the points of contention include:
- The Executive Yuan is accused of continuously lying and wasting the hard-earned money of taxpayers.
- The government wasted public funds and lied to society, yet no one needs to bear any responsibility for this.
- Where exactly did public funds amounting to NT$440 billion go under the guise of an office that was never established? The government is urgently requested to provide a clear explanation.
